Customer-Sited Tier Solicitations for PV Systems > 50kW

The New York State Energy Research and Development Authority (NYSERDA) is pleased to announce the NY-Sun Competitive Photovoltaic (PV) Program, an expansion of the Renewable Portfolio Standard (RPS) Customer-Sited Tier Regional Program1, to include Upstate as well as Downstate New York. The NY-Sun Competitive PV Program is part of the New York State (NYS) RPS Customer-Sited Tier Program. NYSERDA invites proposals for the installation of customer-sited PV projects in New York Independent System Operator (NYISO) load zones A through J. All systems must be greater than 50 kW. Complete proposals that demonstrate project viability and capability will be competitively selected based on their incentive bid in dollars per kilowatt hour ($/kWh). All Projects must be installed within eight (8) months of the award date.

Stakeholder Input
NYSERDA has reached out to key stakeholders to gather feedback from the market. NYSERDA held a program design stakeholder workshop in January 2012 to gather feedback regarding program participation during the first year and to discuss possible program changes for the transition from PON 2156 to PON 2484, and a program design teleconference in July 2012 to discuss possible program changes for the transition from PON 2484 to PON 2589. NYSERDA also received comments during the Department of Public Service’s (DPS) review of NYSERDA’s petition (submitted in February 2012) regarding the expansion of the program (which became embodied as PON 2589).

NYSERDA conducted a teleconference for prospective Applicants on September 13, 2012 to review the PON requirements and address questions.

3/14/2013 Round 2
NYSERDA will conduct a teleconference for prospective Applicants on January 17, 2013 to review the PON requirements and address questions.

8/29/2013 Round 3
NYSERDA will conduct a teleconference for prospective Applicants on May 23, 2013 to review the PON requirements and address questions.

Stakeholder Input
A stakeholder engagement workshop was held on January 25, 2012 to obtain feedback from stakeholders on the program prior to issuance of the solicitation. A public teleconference aimed at potential bidders was held after the solicitation was issued (held in April 2012) to provide an overview of the PON, review changes from the previous solicitation, and address questions.

5/24/2012 Single Round - Results
Of the 38 individual proposals received, 27 were determined to have satisfied the technical requirements of the PON, although only some of these were selected to receive an award based on their bid price. Six (6) proposals in Zone Group G&H are being funded at a total dollar amount of $8,800,685; 13 proposals in Zone Group I&J are being funded at a total dollar amount of $23,296,751. The solar developers receiving these awards consist of: American Capital Energy Inc., Dynamic Solar LLC, EmPower Solar CES LLC, EnterSolar LLC, GreenLogic LLC, Lighthouse Solar, Mercury Solar Systems Inc., OnForce Solar Inc., Orion Energy Systems Inc., Ross Solar Group LLC, Safari Energy LLC, Solar Energy Systems LLC, Solartech Renewable Systems LLC, SunEdison Commercial Solutions LLC, SunWize Technologies Inc., and TriState Solar Alliance. The 34.6 MW of installed capacity is expected to be online by the end of 2013.

5/24/2011 Round 1 - Results
Of the 32 individual proposals received, 24 were determined to have satisfied the technical requirements of the PON. Four (4) proposals in Zone Group G&H are being funded at a total dollar amount of $4,668,452; Eleven (11) proposals in Zone Group I&J are being funded at a total dollar amount of $15,373,819. The solar developers receiving these awards consist of: Alteris Renewables, ConEdison Solutions, Earthkind Energy, OnForce Solar, Ross Solar Group, SolarCity Corp., Solar Energy Systems, Solartech Renewables, SunEdison, and SuNation Solar.

8/10/2011 Round 2 - Results
Of the 18 individual proposals received, 16 were determined to have satisfied the technical requirements of the PON. One (1) proposal in Zone Group G&H is being funded at a total dollar amount of $3,000,000; Six (6) proposals in Zone Group I&J are being funded at a total dollar amount of $11,164,681. The solar developers receiving these awards consist of: altPOWER, Bright Power, Inc., Martifer Solar USA, MS Harrison, LLC, SolarCity Corp., Solar Energy Systems, SunRay Power, LLC.

The combination of PON 2156 rounds #1 and #2 represents 26.6 MW of installed capacity that is expected to be online over the course of 2012 and 2013.
