Phase II of the Cleaner, Greener Communities Program

Implementing Smart Growth Practices

NYSERDA expects to offer up to three rounds of funding with a total of $90 million in potential funding available to support the Implementation Phase of the Cleaner, Greener Communities (CGC) Program. Thirty million dollars in funding is now available for Round 2 of the Implementation Phase.

NYSERDA is offering competitive grants for the implementation of market-transforming sustainability initiatives and projects that accelerate the adoption of sustainable planning and development practices, are innovative, create multiple community benefits, reduce carbon emissions, leverage public and private resources, and propel NYS toward an environmentally and economically vibrant and resilient future. Funding will support policy and plan development, technical assistance, and implementation of projects and initiatives that have the ability to be inspirational and replicated to expand market adoption and overall impact. Communities that adopt streamlined permitting and other ordinances for PV systems and electric vehicle charging stations can also seek funding under the program.

CGC is funded with proceeds from the Regional Greenhouse Gas Initiative (RGGI), the purpose of which is to lower greenhouse gas emissions in the Northeast. Phase II of CGC will be instrumental in assisting in this goal.

How is funding awarded?

Public, private, and non-profit entities are eligible to apply.

Through the Consolidated Funding Application (CFA) process, projects will be reviewed by the respective REDC and NYSERDA. NYSERDA’s scoring will be based on the degree to which the projects support the following criteria:

  • Stimulate Market Transformation
  • Support Sustainable Planning and Design Practices
  • Create Regional and Community Benefit
  • Leverage CGC Funds
  • Reduce Carbon Emissions

Projects will be scored and awarded on a competitive basis. No project, region, or applicant is guaranteed funding and no single project, region, or applicant may receive more than 25% of available funding.

When is funding available?
