Project Manager, Energy and Environmental Markets – Albany Office (#207)

The New York State Energy Research and Development Authority (NYSERDA) seeks a creative, self-motivated individual experienced with wholesale energy and/or emissions markets and contract development and management. This individual will assist the program area in forming and executing complex market-based trading and accounting mechanisms to facilitate the development and effective operation of clean energy resources and satisfy environmental goals. This position may involve management of individual contracts as large as $5-10 million in valuation. This position requires approximately 10% travel. The EEM program area is engaged in the design and execution of market based programs such as the Renewable Portfolio Standard, the Regional Greenhouse Gas Initiative, the Clean Air Interstate Rule, and the New York Generation Attribute Tracking System (NYGATS).

The Project Manager’s primary responsibilities will be:

  • Documentation, analysis and recordation of contract commodities such as renewable energy credits and emission allowances
  • Assist in the design, implementation and enhancement of trading and accounting systems for emissions and generation attributes. Assess other renewable tracking systems for interoperability with NYGATS
  • Assist in the preparation and updating of NYGATS’ documents, including the NYGATS Operating Procedures
  • Assist with soliciting and evaluating stakeholder comments
  • Development of formal reports and web-based communications suitable for the public, program participants and management
  • Participate in deliberations to develop new business processes, program rules and implementation procedures
  • Management of outside contractors, internal support staff and energy market stakeholders

Depending on candidate experience, responsibilities may include presenting information to program management for the purpose of influencing program growth, planning, design and execution, and supporting program reporting. Such analysis could involve engagement with industry stakeholders such as, but not limited to, the New York State Department of Public Service, the New York Independent System Operator, policy makers at the Federal level, and other states, trade associations, renewable project sponsors, and involve independent research and analysis.

Required minimum qualifications an individual must possess include:

  • 3 years experience working in the evolving energy and/or commodity markets or similar market area
  • Demonstrated experience in one or more areas of project management such as:
    • outside contractor management
    • economic analysis
    • contract management involving budgeting, reporting and invoicing
  • Advanced skills with Microsoft office products such as Excel, PowerPoint and Word, along with strong written and verbal communication skills

Minimum educational requirements an individual must possess include:

Chief Information Officer – Albany Office

NYSERDA is seeking a Chief Information Officer (CIO) to plan, coordinate, and execute the Authority's information technology systems, standards, security and support. The CIO will manage the Authority's Information Technology Unit and serve as the key leader responsible for implementing and maintaining technology that will enable NYSERDA to advance its ability to respond to the needs of customers, optimize operational effectiveness, and drive ongoing performance improvements.

As NYSERDA is in the early stages of an operations and technology transformation, the CIO will play a critical role in ensuring that NYSERDA's technical architecture, infrastructure, and staffing provides the support needed to meet an ambitious and evolving programmatic agenda. The ideal candidate will have demonstrated through prior experiences extraordinary partnership with business and programmatic units - grounded in the principle that effective information technology strategy is that which enables business strategy to transpire with the greatest operational flexibility at the lowest ongoing cost.

The individual’s primary responsibilities will include:

Information Technology Strategy and Execution

  • Serve as lead technical adviser, working in partnership with the Chief Operating Officer, to ensure that NYSERDA's systems design, architecture, and implementation approach enable its operational goals through modern and cost-effective systems, tools, and supports.
  • Manage the introduction, application, and integration of technologies to enhance NYSERDA capabilities that expand impact, improve customer and partner interfaces, reduce cycle times, enable internal workflow, support robust reporting, manage risk, and reduce cost.
  • In partnership with NYSERDA's program teams and the Chief Operating Officer, manage the transformation and upgrade of a federation of primarily home-built systems to more flexible and easily-upgradable commercial off the shelf solutions; where sensible, manage decommissioning of home-built systems with minimal disruption to ongoing operations.
  • Drive the development of enterprise technology standards, technology architecture, infrastructure planning, and deployment.
  • Introduce, ensure, and maintain accountability for processes for rigorously identifying, evaluating, managing, and mitigating risk.
  • Lead analysis of technical alternatives, ensuring options weigh operational fit and flexibility, implementation costs, and ongoing cost of operations.
  • Negotiate contracts and manage relationships with vendors to ensure NYSERDA's interests are promoted and protected in support of the above.
  • Manage technical resources dedicated to projects – ensuring execution ensues with the rigor, discipline, and adaptability needed for success.

Operations and Support

  • Oversee and ensure outstanding customer service to NYSERDA's staff - effectively delivering computer operations and production support, system and database administration, network operations, and desktop support.
  • Identify and implement best practices for optimizing infrastructure and operations costs, improving system performance, and ensuring service-level requirements are met.
  • Work in partnership with the Information Security Officer to develop, maintain, and upgrade NYSERDA's information security systems; develop, implement, and enforce policies and procedures to protect the Authority's information assets.

Business Analyst, NYSERDA Strategic Operations – Albany Office

The New York State Energy Research and Development Authority (NYSERDA) is seeking a Business Analyst to play a critical role on a newly formed team focused on transforming the operations of the Authority through a series of high-priority new design, redesign, and performance improvement projects. Each project will advance the Authority's ability to:

  • Inform and support the Authority's strategy to scale NY State’s clean energy economy
  • Anticipate and respond to the needs and behaviors of customers and the market
  • Build and deploy capabilities to deliver the above – internally and via partners / contractors

A small, but highly-impactful, team of business analysts will enable the transformation of the Authority's operations - serving as an internal consultancy and driving projects that unify the capabilities of program units (e.g. energy efficiency, clean energy development) with key support units (e.g. marketing, technology, contracts, performance measurement) to achieve an ambitious agenda. The right candidate will work assiduously to produce high-quality, action-oriented output that the Authority's programmatic and support units can use to perform their work more effectively and to achieve greater impact.

The individual’s primary responsibilities will include:

Information Technology Project Portfolio Manager – Albany Office

NYSERDA seeks a motivated individual responsible for managing the implementation of IT-driven projects. This includes driving the full lifecycle of project delivery from requirements definition through implementation and roll out, working with a cross-functional team of business and technical resources. The IT Project Portfolio Manager will be ultimately accountable for the success of the project and work closely with the business clients of the project to ensure objectives are delivered as expected.

The IT Project Portfolio Manager’s primary responsibilities will be to:

  • Work closely with the business functional areas, technical teams and vendors in defining systems/project priorities, scope, approach, resource requirements, timing deliverables, and funding.
  • Consult with management and review project proposals to determine goals, time frames, budgetary requirements, processes and procedures for accomplishing the project, staffing requirements, and allocation of resources.
  • Effectively drive the requirements definition process, working closely with the business owner and/or a Business Analyst.
  • Develop project plans specifying goals, strategy, dependencies, staffing, scheduling, identification of risks, contingency plans, and allocation of available resources.
  • Drive standards and procedures for project reporting and documentation.
  • Identify and schedule project deliverables, milestones, and required tasks.

Required minimum qualifications an individual must possess include:

  • Five or more years of IT project planning and management experience; and 8+ years in a technical role in an IT department.
  • Experience taking project from conception to production, managing all aspects of solution delivery including requirements gathering, scope definition, resource planning, budget management, status reporting, risk management, and change control.
  • Must possess a can-do attitude and willingness to do what it takes to deliver projects on time and within budget. Persistent follow up to make sure project diligence is achieved is necessary.
  • Excellent facilitation, verbal and written communication and interpersonal skills; the ability to communicate effectively at all levels and to all functional groups; the ability to translate technical requirements and issues into appropriate context.
  • Demonstrated experience managing vendors to assist in or solely drive project delivery.
  • Excellent analytical skills, flexibility, ability to plan and organize, responsiveness, creativity.
  • Experience utilizing a structured project management methodology and formal tools/approaches. SCRUM or iterative development experience a plus.
  • Experience with recognized project management tools including MS Project and SharePoint.
  • Demonstrated ability to perform in demanding multi-tasking environment.
  • Ability to manage independently in a dynamic environment with rapid development cycles, multifunctional teams and tight project timeframes.
  • Project Management Institute (PMI) Certification a plus.

New York Green Bank (Analyst, Associate, Senior Associate, Vice President) – New York City Office

In January 2013, Governor Cuomo announced that New York would establish a $1 billion Green Bank, constituting the nation’s largest state-level green bank. The New York Green Bank (NYGB or the Bank), a division of the New York State Energy Research & Development Authority (NYSERDA), officially opened for business on February 5, 2014. NYGB is structured and operates like a private sector financial institution. Its mission is to fund projects that accelerate the deployment of commercially viable clean energy technologies including renewable energy, energy efficiency, distributed generation, and similar projects through a variety of financing tools targeted at alleviating financial market barriers, catalyzing private sector investment to fill market gaps, and animating capital markets.

NYGB is seeking experienced and highly motivated individuals to be part of its innovative and results-oriented investment team. The selected individuals will be responsible for supporting the full cycle of the Bank’s investment process including: conducting extensive industry research to identify high-potential investment opportunities, financial modeling and valuation analysis, conducting due diligence, and executing and monitoring transactions. Investment team members will be critical contributors to the business development and execution activities at NYGB. These positions will be located in New York City and may require approximately 20% travel.

Depending on the candidate’s qualifications and experience, the major responsibilities may include some or all of the following:

  • Perform comprehensive financial analysis (e.g. build financial models, credit analysis, valuation and sensitivity analyses, finance solutions, etc.) that contributes to investment structuring/restructuring decisions.
  • Assist in development of new products and target investment areas as well as evaluation criteria.
  • Participate in the evaluation of requests for financial products from NYGB.
  • Build relationships with corporate and institutional clients.
  • Track business development activities (e.g. research and analyze industry trends and track the pipeline of projected projects).
  • Prepare reports and presentations that assist in the investment decision making process, including credit and investment memoranda.
  • Communicate regularly with internal management and external stakeholder groups.

Required skills and qualifications:

  • Experience in project, structured or leveraged finance in commercial or investment banking, private equity, equity research, consulting, or similar environment. Previous experience in financing energy projects is a plus.
  • An understanding of transaction and client management, regulatory requirements, business due diligence, transaction documentation, and portfolio management.
  • Knowledge of structuring transactions across a variety of capital structures, preferably with an emphasis on credit products.
  • Proven ability to manage or support the management of multiple projects, provide complicated financial and credit analysis, and develop appropriate financial solutions.
  • Strong analytical and problem solving skills with extensive proficiency in MS Excel and other MS Office products including Power Point and Word.
  • Ability to conduct extensive financial and industry due diligence to evaluate the risk/return parameters of a project, identify and conduct relevant sensitivity analyses.
  • Strong verbal and written communication skills with the ability to articulate complex concepts.
  • Unparalleled work ethic with the ability to perform under pressure and tight deadlines with a willingness to commit substantial time and energy to the success of the NY Green Bank.
  • Previous formal credit training preferred, however, not required.
  • Be an adaptable, self-starter capable of working under limited supervision, as well as taking on new and unfamiliar tasks as needed while working effectively in the start-up phase of a dynamic, fluid and fast-paced organization.
  • Senior Associates will have no less than 3 years and Vice Presidents no less than 5 years of demonstrated transaction experience.

Minimum educational requirements:

  • Analyst, Associates: A Bachelor’s degree, preferably in business, finance, economics, or a related area
  • Senior Associates, Vice President: A Master’s degree in business, finance, economics, or a related degree is a plus

Director of Strategic Operations – Albany Office

The New York State Energy Research and Development Authority (NYSERDA) is seeking a Director of Strategic Operations, who will report to the Chief Operating Officer. Like an ecosystem, New York’s power grid is an interdependent network vulnerable to failure — even isolated disruptions can have cascading effects on the entire system. New Yorkers saw this firsthand during Superstorm Sandy, when nearly two million New York households and businesses were without power for days after certain breakdowns in the electrical distribution lines. In response, Governor Cuomo formed a Moreland Commission to investigate storm preparedness and response, strengthened the Public Service Commission to make it a more effective utility watchdog, and privatized LIPA operations. However, the state’s outdated infrastructure persists and comes at a great expense to ratepayers.

In order to meet evolving community needs and values, the State will launch the first of its kind “NYPrize,” a $40 million competition designed to inspire a new generation of modern, clean and flexible power grids.

Through this competition, New York State will award funding to multiple communities in the State that can propose and build energy networks that are innovative, integrated and resilient. These energy networks will demonstrate and test the technological, operational and business models for a cleaner and safer energy system. The competition will be a collaborative initiative between New York State Energy Research & Development Authority (NYSERDA) and New York Power Authority (NYPA). With this ground-breaking approach to spurring large scale demonstrations, New York has the opportunity to develop an electric grid and energy system prepared for the 21st century.

NYSERDA is looking for a highly motivated manager to lead the design, development and execution of the NYPrize Community Grid Competition, working directly with NYSERDA's and NYPA's senior leadership and integrating with their smart grid and microgrid teams.

The individual’s primary responsibilities will include:

  • Work in close collaboration with senior leadership teams to build on current plans to design and develop the competition’s principles, framework, guidelines, selection criteria, and schedule
  • Manage the competition’s already-established working group and advisory panel to solicit feedback from members of the public, private and nonprofit sectors
  • Initiate outreach and serve as the principle point of contact for potential competition respondents, such as individual communities, small and large technology vendors, and distribution utilities, among others
  • Proactively plan and oversee events to animate the pool of potential respondents (e.g. meet and greets, hackathons, webinars, etc.)
  • Perform other responsibilities as needed

Required minimum qualifications an individual must possess:

  • At least 5 years of relevant experience with clean energy and smart grid applications
  • Demonstrated involvement in and understanding of prize competitions
  • A familiarity with the technical components of microgrids and the system and human factor implications of their deployment and use in a community
  • A creative approach to the competition for elevating the initiative’s appeal and story beyond the usual energy industry circles
  • Demonstrated capability to take utility-scale energy projects from concept to operation
  • Strong network and experience in the clean energy and microgrid space
  • Ability to lead an agile and dynamic team in a fast-paced, entrepreneurial setting
  • Excellent strategy, problem-solving and creative planning capabilities
  • An articulate and persuasive communicator, in both verbal and written form, who expresses ideas effectively and fluently with senior management, staff and external stakeholders
  • A proactive self-starter who achieves significant results and can build strong relationships and is comfortable with client interactions and making compelling presentations
  • Robust understanding of larger, “Utility 2.0” trends in the energy industry
  • Ability to travel as needed

Minimum educational requirements an individual must possess include:

  • A Bachelor’s degree
  • An advanced degree is preferred

Office Administrator to Senior Office Administrator – Records Management – West Valley Office (#280)

The New York State Energy Research and Development Authority’s (NYSERDA) West Valley Site Management Program seeks an experienced administrative professional with a strong background in records management to join NYSERDA’s team of 10 professionals at the Western New York Nuclear Service Center in northern Cattaraugus County, New York. This individual will be responsible for enhancing NYSERDA’s records culture at West Valley and supporting the records management needs of the WVSMP.

Reporting to NYSERDA’s Office Manager, the position will be responsible for the following:

  • Managing the WVSMP central filing system including day-to-day maintenance, data entry, office filing, records retrieval and placement, and identifying ways to improve its structure.
  • Developing a records management plan for the WVSMP that identifies retention schedules, rules for archiving and destruction, physical control and security.
  • Indexing and cataloging paper records, microfilm and maps, and incorporating them into the Central Filing System.
  • Coordinating with NYSERDA’s legal staff regarding implementation of any records requirements and issues.
  • Improving the WVSMP’s record culture by finding creative ways to impart information on current records trends to WVSMP staff via presentations/mini-trainings, etc
  • Performing administrative duties to assist in the day-to-day operations of the office as needed, and other responsibilities as assigned.

Required minimum qualifications an individual must possess include:

Assistant Project Manager to Project Manager – West Valley Site Management Program – West Valley Office (#278)

The New York State Energy Research and Development Authority’s (NYSERDA) West Valley Site Management Program seeks an experienced technical professional to join NYSERDA’s team at the Western New York Nuclear Service Center in northern Cattaraugus County, New York.

This individual will be responsible for supporting NYSERDA’s participation in the U. S. Department of Energy (DOE) West Valley Demonstration Project (WVDP), a joint federal-state decommissioning and radioactive waste cleanup project. This position reports to NYSERDA’s WVDP and End-State Planning Program Manager and will involve developing and implementing effective strategies for NYSERDA participation in and oversight of the WVDP.

The individual’s primary responsibilities will be to:

  • Manage and participate in technical reviews associated with facility decommissioning and site remediation.
  • Develop and oversee technical projects to include scope, schedule, and budget management.
  • Assist with monthly reconciliations of program expenditures, program analysis, and other projects as assigned
  • Build and maintain relationships with WVDP personnel, site regulatory contacts, members of the public, and other stakeholders.
  • Perform other duties as assigned.

Required minimum qualifications include:

  • A Bachelor’s degree in the natural or physical sciences or engineering, or a related technical program, and 4 years of relevant technical experience.
  • A minimum of two years of effective project management in a related technical environment.

Assistant Project Manager to Senior Project Manager – R&D – Buildings Program – Heating and Cooling – Albany Office (#261)

The New York State Energy Research and Development Authority (NYSERDA) is seeking a creative, self-motivated and experienced individual to procure and manage a portfolio of R&D projects in the technology area of heating and cooling for residential, multi-family, commercial, and institutional buildings. Technologies include space heating and cooling, ventilation, and domestic hot water utilizing various forms of input energy – electricity, natural gas, oil, biomass and renewable. The Heating and Cooling Program is part of a multi-faceted NYSERDA Buildings R&D program focused on advancing the development and application of energy efficient building related technology. Towards this objective, the Buildings R&D program works through partnerships and collaborations with many small-to-large sized New York businesses, technical universities, DOE National Laboratories, industry trade groups and other organizations. While the position’s focus will be predominately on heating and cooling technologies, the project manager may be assigned to work on other building related technologies for program diversification or as needs demand. The project manger responsibilities will include managing a portfolio of R&D projects ranging from 15 to 25 projects with an aggregate value of approximately $10 million.

The Project Manager’s primary responsibilities will be to:

  • Develop and promote solicitations to procure projects in the relevant technology areas
  • Organize and lead a Technical Evaluation Panel (TEP) review of solicitation proposals
  • Document and present TEP results to senior management
  • Develop documents and support contract negotiations for awarded projects
  • Manage projects in relation to stated goals, tasks, schedule, and budget
  • Facilitate technology transfer from R&D to NYSERDA’s deployment programs
  • Disseminate project results to accelerate market adoption
  • Develop networks and interact with stakeholders, industry, government, technical universities, and other entities
  • Make presentations on NYSERDA’s Heating and Cooling R&D program activities at professional meetings, conferences and workshops
  • Maintain a knowledge base of current and emerging heating and cooling technologies
  • Provide technical expertise to other NYSERDA programs
  • Perform other responsibilities as assigned.

Required minimum qualifications an individual must possess include:

  • One year of relevant experience working with heating or cooling technologies
  • Knowledge of fluid mechanics, heat transfer, thermodynamics and combustion processes
  • Strong project management skills and the ability to successfully multi-task, set priorities and meet deadlines in a fast-paced environment
  • Excellent oral and written communication and presentation skills, along with a demonstrated ability to develop relationships with key stakeholder groups
  • Ability to be a self-starter and function well independently and in teams
  • Excellent computer skills (Word, Excel, PowerPoint, etc.)

Minimum educational requirements an individual must possess include:

  • A Bachelor’s degree in mechanical engineering, physics, or related disciplines or
  • An unrelated Bachelor's degree and 3 years of relevant experience as described above or
  • An unrelated Master’s Degree and 2 years of relevant experience as described above

Preference will be given to those candidates who possess the following:

  • A Master’s degree in mechanical engineering or physics
  • Experience in HVAC design/development and or Biomass Heating Technologies
  • Prior R&D experience
  • PE license in NYS
  • CEM Certification by the Association of Energy Engineers
