Programmer/Analyst I to Programmer/Analyst III(#240)

NYSERDA seeks a qualified and motivated individual to join its Information Technology team as a Programmer/Analyst.

The primary responsibilities of this position are:

  • Assist with the technical design, construction and implementation of web-based applications, including building database applications
  • Assist on new and existing programming initiatives
  • Perform other responsibilities as assigned

Required minimum qualifications an individual must possess include:

  • Experience developing web-based applications in Asp.Net, VB.Net and C#
  • The ability to develop secure code using modern standards

Assistant Project Manager to Project Manager, RES – Albany Office (#237)

Market and Community Support seeks a Project Manager for the Statewide Residential Point-of-Sale (POS) Lighting Program, a component of the New York Products Program (NYPP). The POS Lighting Program is designed primarily to increase consumer demand and sales of compact fluorescent lamps (CFLs) to achieve aggressive energy-saving goals. LEDs are another area of focus in the POS Lighting Program. The position is designed to primarily support the POS Lighting Program and related components within Market and Community Support. The position will report directly to the Program Manager of Market and Community Support.

The primary responsibilities of this position are:

  • Assist with implementation of the POS Lighting and NYPP Programs and manage POS lighting projects with manufactures and retailers
  • Track and monitor technology advances and potential program impacts
  • Work in a team environment to develop creative solutions for meeting aggressive program savings goals for energy efficient products, particularly lighting technologies
  • Interact and coordinate with other states, national and regional collaboratives stakeholders, other NYSERDA groups and Department of Public Service staff to maximize program effectiveness

Assistant Project Coordinator to Project Coordinator Process, Power and FlexTech - Retail Gasoline Outlet – Albany Office (#239)

NYSERDA seeks a Project Coordinator to provide administrative and contractual support for the Retail Gasoline Outlet Program and other programs in the Process, Power and FlexTech department. This Project Coordinator will work closely with other department Project Coordinators and Project Managers.

The Project Coordinator’s primary responsibilities will be to:

  • Administer the application process including: reviewing for completeness, entering information into the program database systems and conducting quality assurance for data integrity
  • Administer the technical review process including: creating agreements, tracking/monitoring progress, entering information into program database systems, and processing invoices
  • Administer the incentive process including: encumbering incentives, tracking/monitoring progress, entering information into program database systems, and processing incentive payment requests, extension requests, and cancellations
  • Assist Project Managers with developing and managing solicitations and contracts by helping create supporting documentation, entering information into the program database systems, facilitating the review process, and conducting contract reconciliations
  • Work with Project Managers and retained contractors to assure projects are managed in a timely manner
  • Oversee the program tracking and metrics database including: handling access rights for staff and retained contractors, training users and conducting quality assurance on data
  • Track program accomplishments and generate reports from the database system on program progress, energy savings and other impacts as requested
  • Answer questions on the program from the general public, applicants and stakeholders
  • Perform other responsibilities as assigned

Required minimum qualifications an individual must possess include:

  • Excellent organizational, communication & customer service skills

Marketing Project Manager to Sr. Marketing Project Manager – Albany Office (#235)

NYSERDA seeks an experienced Marketing professional to take a leadership role, working with Program staff, in developing and executing comprehensive, integrated and targeted Outreach and Marketing plans.

The individual’s primary responsibilities will be to:

  • Manage projects: work with contractors, applicants and design teams to ensure that projects are finished on time and on budget and that projects adopt cost-effective energy and demand savings opportunities; resolve issues
  • Manage multiple constituency-based organizations (CBOs) performing outreach to encourage participation in NYSERDA's residential, small commercial and multifamily energy efficiency programs. Evaluate performance and develop appropriate training as indicated.
  • Develop and implement Marketing Plans including strategies, messaging and tactical implementation plans to support NYSERDA and the CBO efforts to meet energy efficiency goals
  • Oversee program procurement process, contractor deliverables and budgets
  • Evaluate research, market conditions, customer and target market data, and partnership opportunities to develop measurable, cost effective recommendations
  • Actively identify and leverage opportunities to leverage Marketing initiatives across NYSERDA’s programs and audiences

Project Manager, Energy Analysis – Albany Office (#230)

The New York State Energy Research and Development Authority (NYSERDA) seeks a creative, self-motivated and knowledgeable individual to join its Energy Analysis Program. This position will report to the Program Manager of the Modeling and Forecasting team and the duties will include some or all of the following:

  • Conduct and assist with electricity system modeling studies to support the State Energy Plan, energy policy and regulatory decision-making, and environmental rulemaking activities
  • Conduct and assist with macroeconomic modeling to estimate economic impacts of energy and environmental program activities including effects on jobs and other economic indicators
  • Perform quantitative analyses in support of New York State energy and environmental policies and related issues
  • Specific analytical tools to be used may include:
    • Electricity system simulation models such as Integrated Planning Model (IPM)
    • Macroeconomic models such as Regional Economic Models, Inc. (REMI) used to estimate net job creation impacts of various policy actions
    • Spreadsheet models to estimate impacts of various programs, policies, projects, and technological pathways on retail prices for electricity and natural gas
  • Manage external contractor teams engaged in analysis on behalf of NYSERDA as well as participate in and lead teams of NYSERDA professional staff to advance projects

Project Manager, Energy Analysis – Albany Office (#229)

The New York State Energy Research and Development Authority (NYSERDA) seeks a creative, self-motivated and knowledgeable individual to join its Energy Analysis Program. This position will report to the Program Manager of the Energy Modeling and Forecasting team and the duties will include some or all of the following:

  • Provide quantitative analysis to support energy policy development and assess energy program opportunities. Tasks will include participation in the development of the New York State Energy Plan including analysis, writing and policy formation as well as working on and potentially leading multi-agency teams
  • Conduct studies and analysis of economic development opportunities for energy efficiency, renewable energy and advanced energy for New York State as well as participate in studies and analyses that quantify the economic impacts of clean energy programs and policies
  • Identify gaps in energy policy or economic analysis to better understand barriers or other market dynamics that interfere with adoption of clean energy technologies and practices; design and complete studies to inform state policy decision-makers; understand and analyze the relative merits of emerging clean energy strategies
  • Assist in energy price and use forecasting to inform energy policy modeling and program planning and analysis
  • Conduct benefit-cost analyses of NYSERDA program portfolios

Assistant Project Manager to Project Manager Reporting and Quality Assurance, PMES – Albany Office (#225)

NYSERDA seeks a team-oriented individual to join the Reporting and Quality Assurance (RQA) Program within PMES. This position will focus on the analytical needs as well as divisional reporting and QA/QC. This position will also work on related database development and data governance and data quality policies. The candidate will coordinate with NYSERDA program areas as well as IT.

The Project Manager’s primary responsibilities will be:

  • Conduct and support analysis of program, project and contact data for the purposes of performance measurement, process analysis and associated reports
  • Prepare monthly, quarterly and annual reports to external parties for projects funded by multiple sources
  • Prepare regular executive reviews and briefings
  • Overseeing development of data management systems
  • Work with PMES staff to roll out a NYSERDA wide Data Governance policy
  • Be a Data Steward for RQA. Tasks include:
    • Ensure consistency and accuracy of data
    • Coordinate with program staff, PMES and IT to implement corporate data governance rules
    • Identify and coordinate correction of data issues
  • Perform other responsibilities as assigned

Required minimum qualifications an individual must possess include:

  • At least 2 years of experience providing analytical support including design of database queries, producing standardized reporting and conducting statistical analysis using methods such as regression analysis, multivariate statistics and/or data mining
  • At least 1 year of experience managing relational databases
  • The ability to successfully handle multiple projects simultaneously, set priorities and meet deadlines in a fast-paced environment

Assistant Project Manager to Project Manager, Implementation Services Energy Efficiency Services – Albany Office (#231)

NYSERDA seeks a creative, independent and self-motivated individual to manage energy-efficiency, peak-load management and monitoring-based commissioning projects for the Energy Efficiency Services (EES) Division in the Implementation Services department. The selected individual will have ongoing project management responsibilities as part of NYSERDA’s commitment to energy efficiency and peak-demand reduction. The ideal candidate will have experience with the financing of energy efficiency projects for large commercial and institutional facilities.

The individual’s primary responsibilities will include some or all of the following:

  • Manage contractors and projects and work with customers to implement the most cost-effective strategies to reduce energy usage and demand
  • Key Account Management

Assistant Project Manager to Project Manager, New Construction Program – Albany Office (#216)

The New York State Energy Research and Development Authority (NYSERDA) seeks a pro-active, collaborative, problem-solving individual to join the commercial New Construction Program team. The ideal candidate will have experience with new construction and major renovation projects, energy efficiency program development and implementation, and have an interest in energy efficiency strategies, from appliance and equipment standards to deep energy savings.

The individual’s primary responsibilities will include assisting, conducting or leading some or all of the following activities as appropriate to the position and the individual’s experience:

  • Develop and manage program implementation consultants and activities including incentive offerings, technical assistance and customer support to integrate energy-efficiency strategies and sustainability practices into new construction and major renovation project design and construction
  • Manage and oversee a portfolio of new construction and major renovation projects focusing on the NYSERDA program services, scopes, budgets, and schedules for delivering cost-effective energy and demand savings opportunities. Resolve issues as they arise.
  • Propose, develop and manage program strategies and activities to advance appliance and equipment standards and compliance. Identify, develop and manage competitive solicitations and consultant contracts to deliver technical and policy support capacity, for instance: evaluating standard-ready energy saving technologies to address performance, market availability and cost effectiveness.
  • Participate in state, regional and national appliance and equipment standards forums to represent New York issues and share lessons learned
  • Develop outreach strategies. Develop, maintain, and strengthen key customer and stakeholder relationships. Encourage increased collaboration. Respond to questions from policy-makers and constituent groups. Assure coordination of activities with other NYSERDA program offerings.
  • Make recommendations for program, system and process improvements and opportunities
  • Document progress towards goals and identify energy savings accruing from activities. Participate in the evaluation of program effectiveness

Assistant Project Manager to Project Manager, New Construction Program – Albany or Buffalo Office (#205)

The New York State Energy Research and Development Authority (NYSERDA) seeks a creative, self-assured, collaborative individual to manage commercial building new construction and major renovation project and program activities for the Energy Efficiency Services (EES) New Construction Program. The ideal candidate will be experienced in relationship management, project management, energy efficiency strategies including deep energy savings, and sustainability issues.

The individual’s primary responsibilities will include some or all of the following:

  • Manage projects: work with contractors, applicants and design teams to ensure that projects are finished on time and on budget and that projects adopt cost-effective energy and demand savings opportunities; resolve issues
  • Conduct program activities including quality control and quality assurance. Develop and manage incentive offerings, technical assistance offerings and supporting tools and resources as assigned. Provide recommendations for program improvements and assist in program modifications.
  • Develop and report on project statuses and metrics. Participate in the evaluation of program effectiveness.
  • Develop outreach strategies. Develop and maintain customer relationships. Strengthen stakeholder relationships and encourage increased collaboration.
  • Participate in multi-functional teams to improve the program and to develop and direct new programs. Identify market needs and develop program services that support the integration of advanced energy-efficiency strategies and sustainability practices into new construction and major renovation activities.
  • Provide technical policy and management guidance to the Program Manager for New Construction
  • Present information on NYSERDA programs at professional meetings, conferences and workshops
  • Lead and encourage the development of professional staff
  • Perform other tasks as assigned

Required minimum qualifications an individual must possess include:

  • Relevant experience in the commercial or industrial sector working with energy efficiency projects, new construction projects or green building projects
  • Energy-related technical knowledge of one or more commercial building systems related to design and operation
  • Strong project management skills and demonstrated ability to successfully multi-task, set priorities and meet deadlines in a fast-paced environment
  • Self-starter with drive, determination, focus, and initiative who can work independently and in teams
  • Strong communication skills, particularly building relationships with key customers and contractors
  • Strong computer skills, particularly the MS suite
  • Knowledge of contracting processes, experience tracking contracts and adhering to budgets

Preference will be given to those candidates who also possess the following:

  • Engineering or Architectural Professional Licensure in New York State
  • Experience coordinating energy efficiency projects or serving as a project manager for renovation, modernization, or new construction for large commercial buildings including office buildings, hospitals, universities, or other technically complex commercial buildings
  • Demonstrated knowledge and experience in commercial building mechanical systems and their energy use
  • Additional relevant experience with: energy efficiency new construction program management; new construction or project management; commercial energy efficiency issues, technologies and products; and Leadership in Energy and Environmental Design

Minimum educational requirements an individual must possess include:

  • An Associate’s degree and 3 years relevant experience as described above, or
  • A Bachelor’s degree in the natural, physical, biological or environmental sciences, engineering, architecture, energy management, or related degree or
  • An unrelated Bachelor’s degree and 3 years relevant experience as described above or
  • An unrelated Master’s degree and 2 years relevant experience as described above

Project Manager, Energy and Environmental Markets – Albany Office (#196)

The New York State Energy Research and Development Authority (NYSERDA) seeks a creative, self-motivated and experienced individual for the position of Project Manager in the Energy and Environmental Markets (EEM) program area. The EEM program area focuses on designing and managing market based programs such as the Renewable Portfolio Standard, the Regional Greenhouse Gas Initiative, and the Clean Air Interstate Rule. This position may involve management of individual contracts/transactions as large as $10-30 million in valuation and numerous smaller contracts/transactions each having a value of $100K-$2 million. This position requires approximately 10% travel.

The Project Manager’s primary responsibilities will include but not be limited to:

  • Execution, documentation and recordation of commodity sales and/or purchases such as renewable energy credits and emission allowances
  • Formal report development and web-based communications suitable for the public, program participants and management
  • Management of outside contractors and internal support staff
  • Tracking and managing contract budgets
  • Researching, tracking and analyzing policies at the state, regional, federal, and global level on such topics as transmission planning, climate change, renewable energy, emissions trading schemes, and market pricing
  • Tracking and analyzing trends in renewable energy project finance, renewable energy project development, and market prices for energy and emissions allowances
  • Perform other responsibilities as assigned

Depending on candidate’s experience, responsibilities may include presenting information to program management for the purpose of influencing program growth, planning, design and execution, and supporting program reporting. Such analysis could involve engagement with industry stakeholders such as, but not limited to, the New York State Department of Public Service, the New York Independent System Operator, policy makers at the Federal level and other states, trade associations, renewable project sponsors, and involve independent research and analysis.

Required minimum qualifications an individual must possess include:

  • 3 years experience working in the evolving retail and/or wholesale energy markets or similar area
  • Demonstrated experience in one or more areas of project management including:
    • outside contractor management
    • economic analysis
    • contract management involving budgeting, reporting and invoicing
  • Solid skills with Microsoft office products such as Excel, PowerPoint, and Word, along with strong written and verbal communication skills

Minimum educational requirements an individual must possess include:

  • A Bachelors degree in finance, economics, business, engineering, or environmental science or a related discipline or 
  • An unrelated degree and 5 years of relevant experience as described above or
  • An advanced degree and 1 year of relevant experience as described above

Preference will be given to those individuals who possess:

  • Experience in areas such as: energy pricing, energy marketing (purchases and sales), energy contracting, renewable electricity generation, renewable energy markets, and emissions trading and accounting

Radiation Safety Officer, Associate Project Manager to Senior Project Manager – West Valley (#228)

NYSERDA seeks a qualified individual to serve as Radiation Safety Officer (RSO) and project manager with a team of technical experts in its West Valley Site Management Program (WVSMP) at the Western New York Nuclear Service Center in the Town of Ashford in Cattaraugus County, NY. Primary responsibilities will be to manage, support and conduct NYSERDA’s work at the Center, including the State-Licensed Radioactive Waste Disposal Area (SDA), a 15-acre, shut-down radioactive waste disposal facility, and the 3,000 acre, undeveloped portion of the site. The WVSMP possesses a Type A broad scope Radioactive Materials License (RML) under 12 NYCRR Part 38 for the possession and use of radioactive materials at the SDA. The WVSMP’s activities on the balance of the site are conducted under a 10 CFR 20 Radiation Protection Program (RPP). The RSO/Project Manager will be responsible for ensuring that all work is conducted in accordance with the conditions of the RML and RPP. As such, the RSO/Project Manager should be qualified by training and experience to effectively manage the types and quantities of radioactive material included in the RML and RPP.

The RSO/Project Manager will be responsible for the day-to-day operation of the WVSMP’s RPP. The RSO will be a member of the WVSMP Radiation Safety Committee (RSC) and will work closely with the RSC members and executive management to implement the WVSMP’s RPP.

The individual must have the ability to effectively work in an environment that is highly visible to the public, regulators, elected officials, and others.

Problem solving skills, strong reasoning ability, and the ability to work independently or in small teams are essential. Ability to adhere to strict regulatory, security, and health and safety requirements is a must. Some work will be outdoors, potentially in inclement weather. Outdoor work may include walking on slopes and uneven surfaces. One year of project management experience is a plus.

Minimum educational requirements an individual must possess include:

  • A Bachelor’s Degree in Radiation Protection, Health Physics or related discipline with a minimum of 2 years of prior experience as a RSO or in an equivalent position or
  • A Bachelor’s Degree in an unrelated discipline, plus formal training in radiation safety and radiation protection with a minimum of 4 years of prior experience as a RSO or in an equivalent position.
